Cllr Linney declared an interest in application S/2010/0524/TCA.  Cllr Linney signed the Declarations of Interest Register accordingly.

                                        The committee stressed the works should not commence until the end of the nesting

                                        access and the creation of a new loft space access (extension to time limit on

The committee raised objections to the following:-

 

S/2010/0571/TPO           32 Juniper Close, Towcester

                                        Fell T2 Oak tree to the ground

                                        The committee were not convinced the presence of the tree was the cause of

                                        subsidence damage to the conservatory at the rear of the property (as indicated in

                                        the accompanying report).  The committee asked that the application be referred

                                        to the S. N. C. Arboriculture Officer, Ian Lorman.

 

S/2010/0576/FUL           1 Coulthard Close, Towcester

                                        Two storey and first floor side extensions.  Single storey rear extension.

                                        Loss of parking.

                                        The development would be detrimental to the street scene.

 

S/2010/0609/FUL           15 Oak Close, Towcester

                                        Single storey rear/side extension

                                        Loss of parking. 

 

5.           Accounts 2009/2010

a)           Town Council Balance Sheet at 31st March 2010

A full set of accounts for the 2009/10 financial year had been forwarded to all members of the Council prior to the meeting.  The Clerk confirmed that, in accordance with instructions from the Auditor, the value of long term investments has been transferred to the asset column.  Members of the committee were satisfied with the accuracy of the accounts and balance sheet at 31st March 2010.

 

Proposal

Cllr Blake proposed that the Town Council accounts for the 2009/10 financial year be signed off by the Chair and R. F. O.; seconded by Cllr Allen; all in favour.

 

b)           Annual Return

A copy of Sections 1 & 2 of the Annual Return for the 2009/10 financial year had been forwarded to all members of the Council prior to the meeting.

Section 1 – Acounting Statement

 

Proposal

Cllr Stanger proposed that Section 1 of the Annual Return for 2009/10 be signed by the Chair;

seconded by Cllr Allen; all in favour.

 

Section 2 – Annual Governance Statement

The committee agreed for the Clerk to answer ‘Yes’ to all Statements in Section 2 of the Annual Return for 2009/10.

 

Proposal

Cllr Linney proposed that Section 2 of the Annual Return for 2009/10 be signed by the Chair;

seconded by Cllr Lofts; all in favour.

 

7.           ASHTAV

 

Correspondence from ASHTAV (Association of Small Historic Towns and Villages) confirms that the inaugural Herbert Lane Memorial Lecture is to be held at Kellogg College on Tuesday 6th July commencing 5pm.  Cllr Allen agreed to check his availability to attend.
