2a)    Election of Chairman

Proposal

Cllr Allen proposed that Cllr Lofts be elected Chairman of the Resources/Planning

Committee for the ensuing year; seconded by Cllr Johns, All in favour.

New Chairman, Cllr Lofts, took the Chair for the remainder of the meeting.

2b)    Election of Vice-Chairman

Proposal

Cllr Allen proposed that Cllr Baker be elected Vice-Chairman of the Resources/Planning Committee for the ensuing year; seconded by Cllr Hart, All in favour.

4.    PLANNING

a)    Decisions

Permission for Development granted in respect of:-

S/2008/0347/P   Nookfield House, Malthouse Court, Towcester

                         First floor rear extension.

S/2008/0400/P   169 Watling Street West, Towcester

                         Change of use from offices to beauty and associated retail sales.

Listed Building Consent granted in respect of:-

S/2008/0026/LB   177/179 Watling Street, Towcester

                           Installation of non-illuminated hanging sign on existing mounting bracket.

SNC Agricultural, Forestry and Roads Determination in respect of:-

S/2008/0151/AG   Springhill Farm, Handley Park, Towcester

                           General accommodation and livestock building

SNC has considered the plans and particulars and further details of siting, design and external appearance are not required.

Refusal of Permission for Development in respect of:-

S/2008/0380/P   45 Clare Crescent, Towcester

                         Two storey link extension between dwelling and ancillary

                         accommodation, first floor extension and single storey side extension.

No amended applications have been received.

c)    Applications

No observations in respect of the following applications:-

S/2008/0486/P   Towcester Racecourse, Easton Neston, Towcester

                         Retention of four marquees at the application site for a period

                         of three years for use on race days.

S/2008/0494/P    16 Kipling Drive, Towcester

                          Single storey side extension.

S/2008/0631/P   15 Beech Close, Towcester

                         Single storey rear extension.

5.    Towcester Partnership

The Clerk referred to the budgets set by the TC for the 2008/09 financial year. A contribution of £2,000 was earmarked for the Towcester Partnership on the condition that it provided the TC with details of its projected income and expenditure for the forthcoming year. A copy of the TP Budget and Activities for 2008/09 was forwarded to all committee members prior to the meeting. Cllr Johns felt the TC should support the TP, however, its request for funding did not demonstrate why it was needed or how it would be spent. He would like to see details of specific/measurable targets/projects. Cllr Hart commented that the TC is aware of the aims of the TP and should contribute towards it as in previous years.

Proposal

Cllr Hart proposed that the TC contributes the sum of £2,000 to the Towcester Partnership for the 2008/09 financial year. Cllr Johns added a proviso that details of specific/measurable targets/projects due to be undertaken by the TP in the forthcoming year should be provided to the TC; seconded by Cllr Baker, 8 votes in favour, 1 abstention.

6.    South Northants Council

Correspondence from SNC confirms that the next Parish and Town Council's Planning Forum will take place in the SNC Council Chamber on Thursday 19th June at 5.45pm . Cllr Lofts confirmed his availability to attend. Members of the committee who are interested in attending should inform the Clerk as soon as possible.
