Cllr Lofts declared an interest in Item 6 / cheque number 009256 and signed the Declarations of Interest Register accordingly.

5.    Northamptonshire County Council

a)    Consultations on proposals by N.C.C. to operate a Permit Scheme in accordance    with the Traffic Management Permit                Scheme (Regulations 2007) on its highway network

  

The Clerk referred to Point 8.11of the document – Reinstatement Type:-

 

‘Permit applications must indicate whether the proposed activity is intended to be completed with interim or permanent reinstatement of a mixture of both.

Where the activity will be completed with a mixture of both interim and permanent reinstatement the applicant must give details of where these methods will be used within the permit.

 

Where the activity is completed with an interim reinstatement, a separate permit application will be required for the permanent reinstatement where this is to be undertaken outside the duration of the permit'.

 

The committee agreed that observations should be made to the effect that more rigorous enforcement should be undertaken to ensure the correct reinstatement of roads and pathways. The TC experience is of poor reinstatement where utilities companies have removed York stone on the A5 to carry out works and replaced it with tarmac.

 

b)    New telephone line for Registration Services

Correspondence from N.C.C. confirms that a new telephone line will be in operation for Registration Services. The new telephone number is 0300 126 1010 will be effective for the Towcester Office from 7 th October with the extended opening times of 8am to 6pm

6.    West Northamptonshire Development Corporation

       Pre-Consultation Notification – WNDC Sustainability Manual

 

The Clerk confirmed that details of the WNDC Sustainability Manual can be obtained from the website – www.wndc.org.uk .

 

7.    Cheques Issued

The Clerk distributed copies of the Cheques Issued List (cheque numbers 009222 to 009278). Most items were ongoing, the following cheque numbers were highlighted:-

009246 / £70.00 to Linda Heritage – office cover

009256 / £62.21 to Cllr C. Lofts – travelling expenses

009257 / £15.00 to Cllr P. Allen – reimbursement for ASHTAV training course

009262 / £500.00 to Trustees of the Third Baron Hesketh – annual rent for the allotment land rear of Malthouse Court . Replacement of cheque number 009149 which was forwarded to the Hesketh office in London , which is now closed.

009275 / £214.50 to Livewire Security Systems – fees for alarm call-outs to Vision

009277 / £150.00 to Smiths Fire – fees for alarm service and associated works at TYCC

 

Proposal

Cllr Linney proposed that the Cheques Issued List be signed off by the Chair and R. F. O.;

seconded by Cllr Allen, all in favour.

 

8.    N.H.S. Primary Care Trust

       Delivering the Future: Public Engagement Workshops

 

Correspondence confirms the NHS in committed to engaging with patients, members of the public, partners and local stakeholders so that the services commissioned reflect the needs, priorities and aspirations of the local population. To this end, NHS Northamptonshire is holding a series of public engagement workshops in October. Representatives of the TC are invited to attend the Towcester workshop at Towcester Centre for Leisure on Tuesday 20th October from 9.30am – 1.30pm .

 

9.    2009 / 10 Salary Awards

 

Correspondence from NALC confirms that the National Joint Council for Local Government Services has reached agreement on the pay scales for 2009/10 and recommends a 1% increase be implemented effective from 1 st April 2009 .

 

Proposal

Cllr Linney proposed that the 1% increase for all Town Council staff be implemented with effect from 1 st April 2009 ; seconded by Cllr Allen; all in favour.

 

10.    Pre-Budget Discussion 2010 /11

The Clerk referred to the current year's budget. The following amendments were agreed by the committee for the 2010 / 11 budget:-

Salaries – 1% increase

Town Mayors Allowance – increase of 1% to £1720.00

Travelling Expenses – no increase

Annual Meeting – the budget for the annual meeting will need to be increased to incorporate flower arrangements

Insurance – 5% increase

Town Crier – no change to advertisement charges

NALC – subscription charges to be agreed at their AGM in October

Towcester Partnership – the grant of £2,000 to the Towcester Partnership will continue

Contingency Fund – to be increased to £10,000

Car Scheme – the grant to the voluntary car scheme, TADD, is no longer required. The committee will look at reallocating this for youth services.
