Earmarked reserves are funds set aside by local authorities, charities, or businesses for specific, predetermined purposes. Unlike general reserves, which act as unallocated safety nets, earmarked reserves are "ring-fenced" to ensure that resources are available for future projects, known liabilities, or targeted initiatives.
